Systems enterprise health care client is seeking a REMOTE Senior BI Developer to lead the technical implementation, build and migrate reports from SAP BusinessObjects 4.2 to SAP BusinessObjects 4.3 or PowerBI - SOW20250913LC - Sept 23 - 2 6 month contract + potential 3 month extension full time hours - 40 / week REMOTE - must work PST hours Consultant must provide 3 reference contacts within last 5 - 8 years to client - they will only be contacted if you are selected MUST HAVE SKILLS:

  • Minimum 8+ years of experience in Business Intelligence and Data Analytics, with at least 5 years of intensive, hands-on development within the Microsoft BI ecosystem.
  • Expert-level, hands-on development experience with SAP BusinessObjects, including Crystal Reports and Web Intelligence, encompassing complex report design and universe data structures.
  • Expert-level proficiency in Power BI, including:
  • Power Query (M)
  • Advanced DAX
  • Data modeling
  • Performance tuning
  • Administration of Power BI Service (workspaces, gateways, security)
  • Mandatory: Strong, demonstrated experience using Power Automate to create automated workflows for report distribution, notifications, and data-related tasks.
  • Proven experience in establishing BI frameworks, development standards, and best practices in an enterprise environment.
  • Experience in a technical leadership or mentorship role, with a strong ability to transfer knowledge to junior and intermediate developers.
  • Experience migrating from a legacy reporting platform (e.g., SAP BOE, Cognos, Tableau) to Power BI is highly desirable.

JOB DUTIES: One of Fraser Health's approved self-service reporting technologies is SAP BusinessObjects Enterprise (BOE), a platform widely used across clinical and business departments for developing, publishing, and scheduling operational reports. BOE plays a vital role in supporting business operations, including daily, weekly, and monthly reports critical to functions such as Payroll, COVID-19 monitoring, and various clinical metrics. These reports support informed decision-making that directly impacts patient care and operational efficiency. The current BOE platform (version 4.2) has reached end-of-support, and the associated Windows operating system is also due for an upgrade. The existing BOE version is incompatible with newer Windows environments, creating operational and security risks. To address this, Fraser Health has approved a project to update to a newer version of BOE and to pilot some reports on the Microsoft Power BI platform-a more modern, cloud-based analytics solution that strategic aligns and integrates well with Microsoft 365, enhances user experience, and supports long-term scalability. The migration effort involves:

  • Migration and validation of approximately 380 unique BOE reports
  • Retraining approximately 120 users on the new platform
  • Managing technical, organizational, and operational change impacts
  • Coordinating the decommissioning of the legacy BOE environment

Fraser Health requires an expert-level Business Intelligence Developer to lead the technical implementation, build and migrate select reports from SAP BusinessObjects 4.2 to SAP BusinessObjects 4.3 or PowerBI, establish a best-practice business intelligence framework, and provide mentorship to build internal PowerBI capacity. This individual will play a pivotal role in guiding technical decision-making and ensuring the successful delivery of a modern analytics solution

  • Report Migration and Development: Lead the hands-on conversion and rewriting of legacy SAP BusinessObjects reports (Crystal Reports and Web Intelligence)
  • Technical Leadership & Framework Development:

Design, establish, and document a comprehensive Power BI development framework. This includes defining best practices for data modeling, DAX patterns, security implementation (RLS/OLS), workspace management, and performance optimization.

  • Development & Prototyping:

Lead the hands-on development of complex Power BI reports, dashboards, and data models. Drive a Proof-of-Concept (POC) pilot to validate the framework and solution architecture.

  • Automation & Integration:

Develop and implement automated report distribution and data refresh workflows using Power Automate and other relevant tools within the Power Platform.

  • Mentorship & Knowledge Transfer:

Act as a technical mentor to Fraser Health employees. Provide hands-on guidance, conduct knowledge transfer sessions, and perform peer reviews to build a self-sufficient internal Power BI team.

  • Strategic Guidance:

Advise the Project Manager and stakeholders on key technical decisions, including data source connectivity, licensing considerations, governance models, and leveraging the full capabilities of the Power BI platform.

  • Collaboration:
