[Remote] Project Engineering Manager

The Project Engineering Manager will lead and integrate engineering execution for a nuclear project, ensuring all deliverables meet safety, quality, and project performance objectives.
Responsibilities
- Perform and manage engineering work in accordance with approved project procedures, nuclear quality assurance requirements, Engineering Department Procedures (EDPs), design guides, and Bechtel Standard Application Programs (BSAPs)
- Establish or support the detailed engineering execution plan, including scope, staffing, budget, schedule, deliverables, interface management, licensing support, and nuclear quality requirements
- Coordinate engineering execution with Project Management, Procurement, Construction, Startup, Project Controls, Quality, Environmental Safety and Health (ES&H), licensing, client representatives, and key project stakeholders
- Collaborating annual performance reviews and talent management requests with Functional Engineering management
- Review and approve design documents, calculations, specifications, change packages, material requisitions, and procurement documents for safety-related and non-safety-related systems, structures, and components
- Monitor Bechtel and subcontracted design firm performance against approved engineering schedules, nuclear quality commitments, licensing milestones, and project execution requirements; evaluate changes and drive corrective actions as needed
- Ensure integrated design development across engineering disciplines, client organizations, design partners, suppliers, constructors, and subcontractors, with clear ownership of interfaces and configuration control
- Ensure technical risk assessments, design reviews, safety practices, corrective actions, and engineering documentation comply with the project quality assurance program, nuclear safety requirements, and applicable regulatory commitments
- Communicate complex technical, regulatory, quality, and execution issues and recommend solutions to client, project, and functional management
- Communicate regularly with the NS&E Manager of Engineering on project performance, staffing needs, nuclear delivery risks, quality trends, and engineering execution priorities
Skills
- Requires bachelor's or master's degree (or international equivalent) and 15+ years of relevant engineering experience, including experience supporting complex EPC or nuclear-related projects. 19+ years of relevant experience is required in lieu of degree
- Must be a US citizen per contract requirement
- Must be able to complete a pre-employment drug screen and background check
- Possess an active security clearance or the ability to obtain and maintain a security clearance, as required
- Professional Registration (e.g., PE) in US
- Excellent communication skills (technical and non-technical; verbal and written)
- Experience in stakeholder relationship management
- Experience executing complex EPC projects from proposal through engineering, procurement, construction, startup, turnover, and closeout in a regulated or quality-controlled environment
- Technical knowledge of nuclear-related engineering systems, safety classifications, engineering calculations, specifications, procurement requirements, and the application of design in construction and startup phases
- Experience delivering projects to applicable cost, schedule, quality, regulatory, and milestone commitments
- Prior work experience managing/leading large multi-discipline teams as a Project Engineering Manager or Deputy Project Engineering Manager
- Experience executing and delivering procurement packages for engineered equipment, commodities, and supplier deliverables, including safety-related or quality-significant items
- Experience implementing and integrating a systems engineering approach, requirements management, interface control, and configuration management during design and procurement phases
- Proficient knowledge of Bechtel engineering processes and procedures
- Prior experience on a commercial nuclear, Department of Energy (DOE), Department of Defense (DOD), or other highly regulated project, with a strong understanding of nuclear safety culture, quality assurance, and regulated project delivery
- Experience coordinating with clients, regulators, design partners, A/E firms, suppliers, and subcontractors throughout design, procurement, construction, and startup phases
- Experience supporting first-of-a-kind nuclear technologies, advanced reactors, new nuclear builds, or other complex, safety-significant engineering programs
