[Remote] Supervisory Financial Management Advisor
Note: The job is a remote job and is open to candidates in USA. USAJOBS is seeking a Supervisory Financial Management Advisor for the National Risk Management Center. This role requires an experienced individual to ensure operational mission effectiveness by orchestrating the development and coordination of mission requirements across the Planning, Programming, Budgeting and Execution (PPBE) process, maximizing resources for Payroll and Non-Payroll efforts.
Responsibilities
- Providing administrative and technical supervision necessary for accomplishing the work of the subordinate employees
- Leading the planning, developing, and carrying out vital programs that are essential to the mission of the agency
- Developing and applying budget and finance management concepts, methods, processes, and procedures to ensure effective program implementation and management
- Advising division leadership and budget staff on best practices for concept adoption and adherence
- Applying expert knowledge and judgement to interpret and analyze broad policy statements, basic legislation, laws, and agency goals to provide guidance, recommendations, and advice to senior division leaders about the budgetary impacts and implications for agency programs
- Working directly with agency counterparts involved in budget formulation, integration, and execution; contracts; procurements; and acquisitions to track budget and procurement progress against defined objectives
- Establishing, implementing, and maintaining financial and acquisition management policies and procedures to preclude statutory and regulatory violations
- Overseeing the development of future year budgets for assigned division, to include the development of Resource Allocation Plans (RAP), OMB and Congressional budget justifications, and other required documentation
- Working with assigned division and agency leadership, mission stakeholders, budget personnel to develop and compile get-backs and responses to formal Questions for the Record, as required during the budget development and defense process
- Leading a team of assigned contracting officer representatives to develop and administer contract activity for NRMC
- Developing and promulgating assigned division instructions and guidelines for preparing and submitting budget estimates for all component program areas consistent with guidance published by the division, agency, and department
- Advising program management staff on appropriate adjustments or changes to budget plans to address any potential controversial issues prior to submitting final documents to senior officials
- Advising on and proposes considerations in the financial management of assigned division programs and operations
- Overseeing the execution of approved budgets and programs assigned division; reviews, approves, and/or recommends corrective actions
- Reviewing, analyzing, and evaluating the effectiveness of assigned division's budget operations, practices, and procedures
- Providing timely financial review and analysis of congressionally imposed legislation and decisions of the Government Accountability Office (GAO) and Inspector General that have an impact on assigned division programs, funds, and staffing
- Recommending and negotiating with program resource management staff on making appropriate changes in cost estimates and budgetary resources

- You qualify at the GS-15 grade level, if you have: At least one (1) year of specialized experience at the GS-14 grade level (or equivalent) performing the following duties: Leading a team and directing a segment of a professional highly complex mission support program which involves the development of major aspects of budgetary, financial, acquisitions, and administrative programs; Conducting program studies involving the planning, development, and implementation of major agency budget programs of national scope and impact; Reviewing, analyzing, and evaluating of the effectiveness of budget and acquisitions operations, practices, and procedures; Participating in the development and documentation of long and short-range planning efforts for the organization; and Presenting findings, guidance, and recommendations verbally and in writing on agency-wide programs
- Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations
- Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule (GS) position under a non-temporary appointment in the competitive or excepted service, must meet 'time-in-grade' requirements
